Regulations
1. Introduction
1.0 捆绑SM社区 offers parking privileges to its academic and administrative staff, students and the public in a number of parking lots around the Macdonald Campus.
1.1 The University, through the Senate Committee on Physical Development, designates the areas reserved for parking according to city zoning regulations, and all changes, modifications or restrictions to parking areas, conditions and charges remain the prerogative of the University.
1.2 The areas available for parking purposes are restricted and as a result, demands for space exceed the supply. 捆绑SM社区's location, however, located in the west island of Montreal, is served by public transportation, and members who can use it conveniently are urged to do so in order that parking preference may be given to members for whom public transportation is not readily accessible.
1.3 The following regulations are formulated for the purpose of providing, with limited resources, the best, most equitable and economical parking services possible. These regulations are not meant to be restrictive, but rather to indicate the manner in which members of the 捆绑SM社区 community can cooperate to make optimum use of existing parking facilities.
2. Authority听
2.0 These regulations are published under authority of the Vice-Principal (Administration and Finance) and implementation has been delegated to:
- Associate Vice-Principal, Facilities Management and Ancillary Services
- Director - Campus Public Safety
- Manager - Parking & Transportation Services
- Parking & Transportation Services staff
2.1 Provincial and municipal laws will apply on all 捆绑SM社区 properties with respect to:
2.1.1 Registration of motor vehicles
2.1.2 Driver's licenses
2.1.3 Safety requirements of vehicles
2.1.4 Operation of motor vehicles
2.2 Parking & Transportation Services staff are authorized to:
2.2.1 Issue instructions for the control of traffic and parking.
2.2.2 Request inspection of driver identification, vehicle registration and parking permit.
2.2.3 Refuse entry to 捆绑SM社区 property of any vehicle which is considered to be dangerous or offensive.
2.2.4 Request the removal of a vehicle from one parking area to another.
2.2.5 Issue any directions deemed necessary in cases of emergency.
听3. Liability
3.0 The University disclaims all responsibility with regard to any occurrence involving vehicles on 捆绑SM社区 property, whatever the cause, unless a 捆绑SM社区-owned vehicle is involved.
4. Administration
4.0 The day-to-day implementation of University policies on parking will be carried out by the Manager - Parking Services, through her appointees.
4.1 Parking permits will be issued at the rates and under the conditions stipulated in Section 5.
4.2 The priority of issue of permits will be made on the basis of:
4.2.1 Actual necessity, based on place of residence and accessibility to public transportation.
4.2.2 Physical limitations or medical reasons.
4.2.3 Students residing in 捆绑SM社区 undergraduate or graduate housing.
4.2.4 Within the foregoing priorities, the order of precedence will be:
- Full-time over part-time Macdonald Campus community member;
- Macdonald Campus over Downtown Campus community member;
4.3 All applications for parking permits will be processed by Parking Services in accordance with the following provisions:
4.3.1 Applications will be made in person.
4.3.2 Permits are issued to an individual owner for specific vehicle(s). The permit must not be duplicated or altered in any way, and it is NOT transferable.
4.3.3 All permit charges, pay deductions, suspensions, cancellations and refunds must be effected by Parking Services.
4.3.4 The intention to discontinue parking privileges will only be accepted in writing by email at least one month before the effective date.
4.3.5 On cessation of parking privileges, the parking permit or the decal must be returned to the Parking Services Office.
4.3.6 Applicants authorized for parking due to their place of residence will be required to present a proof of address upon purchase of the permit.
4.3.7 Students authorized for a permit must present a proof of enrolment letter upon purchase of the permit.
4.3.8 Students residing in 捆绑SM社区 undergraduate or graduate housing who have been authorized for a permit must be validated with the residence office.
听听5. Parking Permits
5.0 Parking permits may be obtained for the categories shown below (subject to availability). When the assigned parking area is full, the permit holder may park in their designated alternate parking area.

6. Traffic Regulations
6.0 The operation of motor vehicles on 捆绑SM社区 property is subject to the same regulations as apply on city streets with the added provisions outlined hereunder.
6.0.1 All traffic signs and all instructions given by Parking Services staff must be observed.
6.0.2 The speed limit on campus is indicated by signage. In areas without signage, the maximum speed limit is fifteen kilometers per hour, or less according to driving conditions.
6.0.3 Pedestrian traffic has the right of way at all times.
6.0.4 Motorcycles and motor scooters, belonging to members of the University, may park in the following locations:
- Centennial Center parking lot, in the north section, adjacent to the accessibility parking space (indicated on the pavement)
6.0.5 The highest degree of caution and courtesy should be practiced at all times.
6.1 In the event of an accident of any kind, a report must be made immediately to Security Services by calling 514-398-7777
7. Parking Regulations
7.0 These regulations apply to all members of the 捆绑SM社区 community at Macdonald Campus
7.1 Parking will be permitted only in the areas designated to the permit type
7.2 No individual parking space will be reserved.
7.3 Overnight parking on roadways and in parking lots is not permitted, with the exception for on campus residents with the appropriate permit.
7.4 Owners will ensure that parked cars are properly immobilized and locked.
7.5 Vehicles parked in outdoor areas must have a valid and non-expired permit or daily ticket displayed. The permit or ticket must be visible from the exterior of the vehicle.
7.5.1 Altering or duplicating a permit of any kind is fraud, and will not be tolerated.
7.6 Parking will NOT be permitted at any time in the following places:
7.6.1 In front of fire hydrants or in fire lanes.
7.6.2 In loading entrances and zones.
7.6.3 In front of building entrances and fire exits.
7.6.4 In the entrance or exit of a parking area.
7.6.5 Within 15 feet of roadway gates.
7.6.6 On sidewalks, pedestrian footpaths and grass areas
7.6.7 Where yellow lines have been painted on the road or along the curbs.
7.6.8 In between "No Parking" signs, or barricades.
7.6.9 In parking zones designated for persons with disabilities without the proper accredited permit for parking in zones designated for persons with disabilities displayed.
7.6.10 In areas that have been blocked off with signs and/or tape for snow removal, construction, or for a special event. In such instances, permit holders should park in any other permitted parking lot according to permit category.
7.6.11 On 捆绑SM社区 roadways
8. Special Parking
8.0 A number of circumstances will arise from time to time in which the University will extend parking privileges to non-permit holders. In addition to these special occasions, there is a continual requirement to accommodate vehicles of trades and services. The following provisions will apply to cover the various types of casual parking that will be afforded.
8.1 Parking fees will be waived in the following circumstances for limited periods:
8.1.1 Marked commercial vehicles making pick-ups or deliveries, on presentation of a work order, packing slip or delivery waybill, providing the parking period does not exceed 15 minutes. Otherwise, the vehicle will be liable to a city ticket.
8.1.2 Taxis, small buses or private cars picking up or delivering passengers, providing the parking period does not exceed 15 minutes. Otherwise, the vehicle will be liable to a city ticket.
8.1.3 Emergency or public authority vehicles.
8.2 Casual parking on campus is subject to availability. Space permitting, it is afforded at half day or daily rates as indicated here.
9. Enforcement
9.0 Occasions may arise, from time to time, when it will be necessary to correct abuses or indeed to deal with manifest violations of these regulations. The procedures outlined hereunder will be adopted, as required, by the nature and frequency of the incidents encountered.
9.0.1 Permits obtained through false information will be cancelled.
9.0.2 Misuse/misrepresentation of permits will bring about their suspension/revocation.
9.0.3 Excessive speed on campus roadways, dangerous driving or gross negligence will be cause for the cancellation of parking privileges and/or subsequent fine.
9.0.4 Minor traffic and parking infractions will be the subject of:
- Fine: In the case, the vehicle does not have a valid permit; a city ticket will be issued. In the case the vehicle has a valid permit but is parked in the wrong area, a campus ticket will be issued. An additional penalty of $10.00 will be charged if campus tickets are not paid within 30 days. If two infractions (of the same nature) are committed by a permit holder, a city ticket will be issued for any infraction thereafter.
- Suspension: In the case of repeated violations, disregard for parking and traffic regulations, or failure to pay fines, the permit can听be suspended/revoked.听
- Cancellation: Of parking privileges in the event that the foregoing measures, fail.
9.0.5 Major traffic and parking infractions (criminal offenses) may result in:
- The revocation of parking privileges.
- Criminal charges being filed with law enforcement.
9.1 All drivers are requested to follow instructions issued by Security/Parking Services staff. If there is a serious objection to any such instruction, it should be addressed to the Parking Office, not听to the security patroller.
9.2 Any person may question the issue of a violation notice, or appeal a suspension of parking privileges, by submitting his/her reasons in writing to the parking.servicesmac [at] mcgill.ca (Parking Services Office) within 5 working days from the date of the notice or suspension. To contest a city ticket, please follow the instructions on the back of the ticket to contest with the city of Montreal.
9.3 All such appeals will be dealt with by the Parking Services Office within 7 working days from the date of receipt. If a final settlement has not been achieved, the matter will be referred to the Director of Campus Public Safety.
9.4 Macdonald Campus Parking and Transportation Services reserves the right to revoke parking privileges and/or permits at their discretion.
