Salary Support for Residents During Research Training

Régie de l'assurance maladie du Québec (RAMQ) funding

Quebec’s Ministère de la Santé et des Services Sociaux (MSSS) awards 30 fully-funded positions per year for residents enrolling in Clinician Investigator Programs across Quebec. This is a RAMQ-funded 12-month extension of training available for residents conducting research toward a graduate degree. Residents must be considered in the "" stream of the Quebec’s Ministry of Health-funded positions to be eligible. The number of funded positions allocated to each university is approved at the “Conférence des vice-doyens des facultés de médecine du Québec” (CVDFM). At SM, this funding is distributed through the Post Graduate Medical Education (PGME) office to residents in all specialties.

Residents accepted to both the Surgical Scientist Program (SSP) and the SM Clinician Investigator Program (CIP) are automatically considered for the 12-month RAMQ research salary support. The selection of residents who will receive this support is the responsibility of SM’s CIP Residency Program Committee, based on the strength of the applicant, supervisor/researchenvironment, and research project. The monetary value of this award is based on the applicant's year of residency, as determined by the FMRQ (Fédération des Médecins Résidents du Québec).

Residents are eligible to obtain a second year of RAMQ funding if they aim to complete a full second year of CIP-related research. These residents will need to submit a new CIP application (with updated documents) for SSP internal review by the December deadline of their first research year.

External training awards from government agencies

Given that the number of RAMQ awards may not be sufficient to fund the total number of residents enrolled in CIP, residents are required to apply for both FRQS and CIHR training awards prior to their application to the SSP and CIP programs.

TIMELINE: For SSP support starting on July 1, 2025, the applicant is required to apply for FRSQ and CIHR training awards by the following deadlines:

SM CIP Policy on Agency Salary Awards

While it is a requirement to apply for salary awards prior to applying to the SSP and CIP, residents can only accept one salary award.
Therefore:

  • Residents who are awarded RAMQ funding, residents must decline subsequent salary awards from CIHR and FRQS.
  • Residents who are successful in obtaining CIHR or FRQS awards and submit proof that the award was declined, will be provided a letter of attestation of the award from the CIP program. In addition, surgical residents who are successful in their FRQS and CIHR applications will receive a bonus award from the SSP, the Surgical Scientist Excellence Award.

Surgical Scientist Program Research Training Award

  • Surgical residents ineligible for or not selected to receive a RAMQ research salary award may qualify for one year of salary support through the Surgical Scientist Program (SSP). The SSP Committee is responsible for selecting residents for the SSP Research Training Award, evaluating candidates based on their qualifications, the supervisor/research environment, and the research project.
  • The SSP Research Training Award is offered as a tax-free scholarship. The award's value matches the resident’s salary for their year of residency (as determined by the FMRQ), minus applicable taxes.
  • Residents who secure an external training award (e.g., FRQS, CIHR) that is valued lower than their tax-adjusted residency salary will receive a salary top-up from SSP to match the equivalent level.
