Contingent particulier

The Quebec Government has created a special quotacalled the Contingent Particulier, via which we are able to consider the followingapplicant profiles.

DHCEU


DHCEU applicants are International Medical Graduates (IMGs) who havebeen granted equivalence of their MD from the Collège des médecins du Québec and whose information has been transferred to theBureau de Coopération Interuniversitaire (BCI).

Please note that due to Québec provincial restrictions, SM is unable to consider your application as a Canadian Citizen, landed immigrant of Canada or Foreign Citizen and a graduate of a medical school outside of Canada and the U.S., unless you have been granted equivalence of your MDfrom the

To apply for the equivalence of your MD, please contact the .

Once the equivalence process is completed your information will be transferred to the BCI.

Admission to PGY1 residency training programs in Québec via CaRMS is limited to graduates of accredited medical schools in Canada and the United States of America and IMGs who completed the equivalence process of the Collège des médecins du Québec. These graduates must simply prove that they are Canadian citizens or permanent residents of Canada and must not have undertaken previous medical postgraduate training (including a fellowship) in Canada or the USA. 

IMG candidates who do not correspond to these criteria may submit an application for admission via the particular stream (contingent particulier).

Quebec MD


We can accept applications from Graduates of Québec medical schools who:

a) Have completed a minimum of 12 months of postgraduate training outsideof Québec.

OR

b) Started a residency program in Québec, withdrew from that program, and have not been admitted into a residency program for 12 months.

Please check the national policy in force whereby you must obtain a clearance letter from your current Associate Dean.

Retour de pratique


The Retour de pratique profile is for physicians who holdQuébec licenses and:

a) Have completed residency training in Québec

AND

b) Hold Canadian citizenship or Canadian permanent residency

AND

c) Havepracticed medicine in Québec or anywhere else in the world for at least12 months.

American MD


For U.S. or ForeignCitizens who are graduates of a U.S. Medical schools who do not hold dual citizenship with Canada.

a) You hold an MD froma U.S. medical school or a Doctor of Osteopathy degree from a school accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association (COCA) at the time the degree is awarded.

b) You are a U.S. medical graduate who has completed a preliminary year in the U.S.

YOU MAY APPLY PRIOR TO BEING AWARDED YOUR DEGREE IF:

You are a U.S. or foreigncitizen who does not hold dual citizenship with Canada and are a current year graduate of a U.S. medical school.

Please note that if you are matched to a U.S. program via the NRMP, any offer received from SM would be null and void.

Applicants may not apply for Neurosurgery training as SM does not have American Board certification in this specialty.

Mutual agreement with France (ARM)


Under this provision, the four Québec medical faculties consider graduates from French medical school provided they hold a diplôme d’État français (D.A.) and they have completed their medical school and postgraduate medical training in France.

Canadian MD and resident


This profile is for Canadian citizens or permanent residents of Canada who graduated from medical schools outside ofQuébec and the U.S andare currently registered in postgraduate training in Canada outside Québec.

a) You have obtained a medical degree from a Canadian medical school (outside of Québec) or from a U.S. LCME accredited medical school or you hold a Doctor of Osteopathy degree from a school accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association (COCA) at the time the degree is awarded

b) You are currently registeredin a specialty course of postgraduate clinical training (including Family Medicine) in a Canadian province other than Quebec, or in an accredited program in the U.S.,after being admitted via CARMS or another match.

OR

c) For applicants to subspecialty training programs: You are a Canadian or American MD from an accredited medical school or hold a Doctor of Osteopathy degree from a school accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association (COCA) at the time the degree is awarded and you have a specialty certificate in a base specialty.

Please check the national policy in force whereby you must obtain a clearance letter from your current Associate Dean.

Criteria for recency of practice or medical studies

Applicants must be able to demonstrate with official documentation that they have, within the four years preceding the admission application:

  • completed their undergraduate medical education (Doctor of Medicine, MD); or
  • been in a residency program; or
  • practiced medicine independently*; or
  • successfully completed the CEDIS program (assessment/orientation session and medical skills and knowledge refresher internship)

Preference will be given to applicants who can demonstrate that they have had a sustained and continuous independent clinical practice for a minimum duration of one year within the four years preceding the application.

* Please note that observerships and telemedicine are not considered independent clinical practice.

For the 2024-2025 academic year:

For the 2025-2026 academic year:

  • Admissions via as of January 7th(priority disciplines):Anesthesiology, Diagnostic & Molecular Pathology, Diagnostic Radiology, Emergency Medicine, Family Medicine*, Internal Medicine, Neurosurgery, Nuclear Medicine, Orthopedic Surgery, Otolaryngology – Head & Neck Surgery, Pediatric Neurology, Psychiatry, Public Health & Preventive Medicine, Radiation Oncology, and Urology.

*Note: The Family Medicine program only accepts applicants who are fluent in French.

Should any of the positions for the above listed programs remain unfilled, they will be transferred to the below listed disciplines in the following order of priority:

  1. Neurology
  2. Medical Genetics
  3. Pediatrics
  4. Cardiac Surgery
  • Admissions via as of January 7th(non-priority disciplines):General Surgery
  • Admissions via (priority disciplines): Gynecologic Oncology and Pediatric Radiology.

Family Medicine Enhanced Skills

  • Admissions via : Mother &Child, Clinician Scholar, and Hospitalist- view Timelines.
  • Admissions via : Emergency Medicine, Palliative Care, Care of the Elderly, and Sports Medicine.

Transfers from other Canadian Faculties (for residents enrolled in postgraduate training programs in Canada)

The Postgraduate Medical Education Offices across Canada are supportive of transfers from institution to institution. The National Transfer Guidelines are intended to provide a transparent process that is clear to both the Resident and Universities involved. Prior to engaging in discussion regarding a transfer, it is the responsibility of the Resident to review the national guidelines as well as his or her home school’s transfer guideline / policy.
**A resident who is interested in pursuing a transfer to SM, should first contact the PGME Office of their Home University to register their interest in a transfer.

You must provide us with an official translation of documents written in a language other than English or French, that is, a translation bearing the seal of an official translator. Separate translations must be attached to each corresponding document.

  • Personal Statement:The personal statement is an opportunity to present how your background and motivations make you a good candidate. The personal statement also shows your writing style, communications skills, and some aspects of your personality. The letter should be specific to the program you are applying to. Some programs may also request specific content for your personal statement.
  • Copy of Proof of Citizenship:
    • For non-Canadians:Please submit a copy of your passport.
    • For Canadians:Please submit a copy of your birth certificate, Canadian permanent residency card, or Canadian citizenship card.
  • Copy of your Medical Degree
  • Medical School transcriptfor current year medical graduates only.
  • Proof of success of the Medical Council of Canada exams (MCCEE and/or MCCQE1 exams and/or the USMLE exams (steps 1 and 2) - This includes the Statement of Results AND the Supplemental Feedback Report.
  • Proof of Degree Equivalence: for International Medical Graduates (IMGs)only. Please submit:
    • a) An official copy of the ruling letter issued by the Collège des médecins du Québec AND
    • b) The copy of the letter of determination of application category received from the BCI (Bureau de coopération interuniversitaire).

Required materials to be provided by your sponsor, program directors, UGME Office, Referees and/or PGME (Do not upload or send to us directly). These materials will NOT be selectable in the material uploader, but WILL appear on your Application Checklist.

  • Three reference letters, signed and on institutional letterhead. All reference letters are confidential and cannot be disclosed to candidates.The indicated referees will be notified by email of a reference letter request as soon as“Send to recommender” has been selected and they will be able to upload the reference letter on the application. Indicated referees can be updated if they have not already provided a recommendation letter.Please contact the PGME office atpgmedoc [at] mcgill.cato edit unsubmitted referee information.
  • Attestation of residency training:The letter must be signed by the residency program director, Dean of the Faculty of Medicine or by the Chief Executive Officer of the institution where the training was conducted. The letter must describe:
    • The start and end dates of your residency
    • The rotations you have completed
    • Your overall performance in the program
    • Any leaves or absences

NOTE:Physicians who have completed or are completing their residency program in a Canadian or U.S. medical school DO NOT have to submit an Attestation of Residency Training. Instead, please provide the two required documents below:

  • Evaluations of all previous postgraduate training(for physicians currently completing a residency program in a Canadian or U.S medical School only).
  • Letter of Standing from your current program director (for physicians who have completed and/or physicians currently completing a residency program in a Canadian or U.S medical School). The letter must describe the rotations you have completed and your overall performance in the program by the end of your Residency, including mention of any leaves. Candidates who have started a residency program in a Canadian or a U.S Medical School and who withdrew from the program are also required to submit a letter of standing from the program director.

NOTE: You must register the name of your program director on your online application. The indicated program director will provide the evaluations/attestation/letter of standing of any previous postgraduate training. It is your responsibility to ensure that your program director submits the required documents by the application deadline, and to remind them as the deadline approaches. The indicated program director will be notified by email and will be able to upload the required documents on the Applicant Status Portal. The Program Director will only be notified once if you have indicated them for both applications.

Documents submitted to SM in support of an application, including, but not limited to, transcripts, diplomas, letters of reference and test scores (in paper or electronic format), become the property of SM and will not be returned to the applicant or forwarded to another institution.
